I wanna say that I do think Shanti has a personality in the sequel but in the original doesn't have any and is just a plot device. However, she wasn't annoying and the song she sings is actually my favorite in the movie. I prefer for a character not to be annoying because even if they have a personality but it's annoying, I'd prefer them not to have any personality at all. And yes, I hate Serena.

As annoying as they are, they are most likely have at least something to redeemable about them. In this case Serena/Usagi/ Sailor Moon is a well-written character with a lot of good development. As for characters who are a blank slate but, isn't annoying, they are usually quiet boring and unmemorable characters. Besides annoying characters doesn't really bug me as much as marry-sues. A character with a personality is much better then any characters who are just there for plot convince or as a love interest.

Unless the character is a drooling vegetable, all characters have personality. Just by the act of breathing, walking, talking or not talking (a lot can be expressed through facial expressions and body language), moving, showing some reaction to the world around them, conveys some personal characteristics.

And yes, I prefer personalities that might not be fully pronounced or explored to those that grate on me.

I also like the personality of the girl from the Jungle Book. She's dutiful and hard-working, yet fun, confident, flirty, knows what she wants, and knows exactly how to get it. She knows how to make the most of a situation she doesn't like (singing while doing chores, consoling herself that she won't have to do it forever), and she adapts to new situations she finds herself in and quickly makes it work for her (recovers quickly from the surprise of first seeing Mowgli, learns quickly that he likes her, and quickly uses it to her advantage to get him to come to the village with her), and is good-natured and good-humored the whole way. I admire her a great deal.

This is why I like Aurora and Cinderella more than Anna and Rapunzel, for example. The classic princesses have less personality, but the other two are extremely obnoxious.
