I think I know the plan! It was actually planned da Conan, Akai and Rena themselves during the Clash of the Red and Black. It seems like it was planned before-hand. Proof of that is when Eisuke detto that someone must have died in the FBI and Conan replied calmly, 'That's OK." for he knew the fake death plan was a success.
