Has anyone noticed this?

In the part when Bolt does the dog faces in the RV park. When he does the faces to the first two old people who give him a piece of hot dog, those two old people come out in the end when Rhino turns off the tv and when it shows everyone on the divano except Penny, on the superiore, in alto where theres pictures theres a picture that shows the same old people that come out in the RV park could they be related? If so, do te think they are Penny's grandpa and grandma?
