Fast and Furious Domanda

Anyone has any idea how could Brian be a Fed in the 4th movie? It just doesn't make any goddamn sense!!!

I mean, after he let Dom go at the end of first movie, he is fired from LAPD and escapes to Miami to avoid getting arrested himself, and after he has his crimes pardoned after that thing in Miami, didn't he learn of his mistakes of being a cop, and after all, why would the FBI want an ex-cop who turned narc years ago? It just doesn't make any sense, can anyone help please????
