OK. I'm confused. Is Ted Tonks a Muggle o a wizard?

OK. Well I just finished th Deathly Hallows again and it detto that when Harry, Ron and Hermione were listening in on the conversation on the riverbank that he was on the run because he was on the lista of muggle borns. That confuses me.

So, as an assumed, and proved fact da the 7th book, Ted Tonks is at the least a muggleborn wizard in order to even meet Andromeda. ~Severe case of misunderstood identification.
