Did Jo make a mistake in Deathly Hallows in the Snatcher scene?

Well I Amore Harry Potter as much as the successivo person and I am a fan of J.K Rowling for ever! However, I noticed in book 7, Hermione pretends to be Penelope Clearwater and says she's a half-blood. But in COS Penelope was one of the muggle-borns to be attacked, right? Was it a mistake on Jo's behalf o am I making a mistake?
