It's not slavery-- they choose not to leave. In Goblet of Fire, Winky begged Mr. Crouch not to set her free and she became a drunken mess when he did. Dobby's an odd house elf--he wanted to be freed, but the majority of them don't feel that way. I don't think anyone should force the elves out if they'd like to stay with their current family and are treated well.
