Dementors aren't human, I don't think they have much of a choice. Sucking souls is what they do.

I also wanted to add that dementors feed off of the souls they suck so that makes it a matter of survival for them. Again, Death Eaters choose to commit evil acts because it either suits their interests or they enjoy it- not because they need to.

Dementors are dementors - like wolves are wolves. It's their very nature to behave like that.

While DE are wizards and witches that have chosen to pledge allegiance to the Dark Lord. Nobody compelled them to bear the Dark Mark. They chose to act on their dark/evil side. Someone like Severus Snape, is the proof that it's all a matter of choice. After all, he decided to give up his evil ways with the DE and work for the side of Light.
