What is up with Jeb anyway?

Ok, I have read the whoel series, the first two twice and I still don't really understand what is up with Jeb. Why on earth does he keep trying to kill the flock with all the eraser brigades, when Jeb is trying to help Max in the first place? It is so confuzing! Attack, be a bad guy, then recitazione like the good guy? Anyone have a good explanation?
