What happened to the character that was NCIS - Unità anticrimine Director before Jenny?

At the beginning of season 3 (Kill Ari Pt. 1) Director Tom Morrow is offered to become Deputy-Director of DOH (Department of Homeland Security) so he leaves NCIS - Unità anticrimine and Jenny becomes the new Director.

The director before jenny left right after Ari killed Kate because he thought it was time for a change.

te know how when she 1st time she came on the mostra they revealed a precedente relationship well her and gibbs worked undercover together and they were suppose to take out their partners which were the bad guy. But jenny didnt take out her mark and she came back because the man gibbs had killed was her lover and she wanted revenge. And when jenny found out sh was trying to protect gibbs so she didn't tell him and went out looking for clues herself with gibbs retired boss.and the bad guys found her and franks the guy she was with was outside getting water so she choose to enter the gun fight alone and they had a shoot out and everyone except franks was shot to death.

He was promoted (can't remember the position)within the NCIS. He told Gibbs in the theater room. That is the first time we meet director Sheppard, and mention of "Paris"
