Anyone else notice the parallel between the Snow Queen and Cora?

I just noticed this;

They both hurt an innocent person in town, to "help" someone else. Cora murdered someone and framed Regina, so the town would turn on her. So they would blame her. And she detto it was to help Regina realise what they think of her. That she's horrible etc..
Snow Queen cursed Marian and framed Elsa; she detto to Elsa she was trying to teach her, and help her realise the town thought she was a monster and evil.
