Well, for a while, I completely believed his Dokurog was shiny, and I still do. But not entirely. There has been arguements in America and in Japan on this, and I've started to see why. In the show, the Pokedex entry has it that color, and in all the information books (based off of anime looks, not games) it has it as a turquoise color instead of dark blue. So I'm somewhat undecided. I'd like to see what other people think about this topic as well.
