10 years ago, Tokyo was hit by a chemical virus that altered a personal cellular composition. The virus change some into humanoid beasts, while others just gained supernatural abilities. The people called that incident The Purge and will be forever remembered. People went on with their lives but the city was thrown into chaos. 8 people rose up and each formed a gang and scattered through the city to try to maintain order. The leaders of those gangs became know as "The 8 Kings of Tokyo".

Order was maintained but since then, the gangs diverged from their path. They became groups to be feared and do what they want. The only thing from the old days the gangs do is hold a conference and discuss current issues. Decisions at the conferences are made by unanimous votes.

Despite the gangs, crime rates are still up and does not show a chance of dropping.
