I'll give te 15 props if te can answer this riddle :D

A man lives on floor 21 in an apartment building with 25 floors. When it's raining o someone else is with him, he can take the elevator all the way up to his floor. When it's not raining o he's alone, he can only take the elevator up to the fifth floor, and then he has climb 16 flights of stairs. Why is this?
