I am indifferent to the majority of characters, so a character personally being boring to me is nothing new. This one, however, actually bothers me because it's a bigger sign of bad writing than the other one.

I tend to view characters as tools for writing over viewing them as actual people, so when I look at a character I tend to see how well a writer did or didn't handle the character. Sometimes boring characters are necessary, but there's not much of an excuse for a character that's just badly written.
