Is there any dialogue to show why Sam, after his defeat in the Orange County election, turns down the promotion to Senior Counsellor as alluded to by Toby and Leo, when Will Bailey is appointed to Deputy Director of Communications. I know he was being written out of the series, but the writers seem to have `glossed` over this fact.
