i found an Anime character (boy) at my friend phone. i want to know his name. this is what he looks like:

his hair color is dark green/dark blue (idk)
his eye color is blue
he wears a hat that looks like an magician hat
he wears an eyey covers just loooks like a pirates eye cover but i guess he was not a pirate
and he came from an anime.
