Maybe he can tell from the way they act together and look at each other..... ...or maybe it was in their reports/records that he read....some of the things they have done/said that would lead him to believe that she likes Chuck. Also, the girl that came in to evaluate Sarah's performance with Chuck would have been in their records too.....she was brought in because Sarah had feelings for Chuck. Hope I helped :)
