I think Book Damon knows deep within his inner soul that Bonnie is the one, but he consistently denies it because I think he's scared and overwhelmed. Damon has never felt love/affection for someone from the soul level and because of it, he's choosing to deny it, which means denying what he feels for Bonnie and continuing to pursue the prize/goal (Elena). In the episode 'Masquerade' Lucy detto the middle is the best place for Bonnie to be, I never thought anything of it until now though...
Elijah detto witches are the servents of nature, they keep/maintain the balance of the world basically.
So the witches are always 'neutral' in a sense to keep an eye on both sides o all angles.
