When I think Villain, I think of someone who is pure evil...not some Diva looking for gold.

He does not really do things for himself, and claims about being rich in the most high-fashion clothing. He is definitely the laziest out o them as well

By far!
1. He is pathetic! His motives are pathetic, his plans are pathetic, his ending is pathetic!
2. He is boring! He is neither particulary threatening, not at least funny!
3. He is useless! Honestly, you could do the whole movie without a villain...I actually think this would work much better, it the whole war were started based on predjuices and misunderstandings. Having an evil schemer in the background ruins the message of the movie.

He has character but not as much as the others. I totally agree with all three points made by Swanpride, specially the last one. The villain is suppossed to be the engine of the story (the thing that keeps the story going, or starts it in the first place). If you can do without him, he's not a good villain.

Ok, let me clarify: Gaston is an outstanding CHARACTER. His motives, his characterization, his point of view, side of things and decisions were given a detailed insight and a believable, convincing explanation. With that said, he does not hold a candle to other Disney villains. In fact, he barely DOES anything villainous in the first place and even his sudden "lets kill Beast paranoya" was evidently more related to his damaged ego and Belle's rejection rather than actual intention to bring down an enemy or plot some sort of an evil scheme. Ratcliffe might not have had any astonishingly complex goals but his ultimate ambition was to invade other people's land in order to robb them of what was rightfully theirs and he wouldn't hesitate to go on a killing spree in order to accomplish this mission which does make him quite a malicious, morally corrupt villain if you ask me.

Gaston tries to Belle to force to marry him by putting Maurice into an asylum...that's evil enough for me.

That isn't nealry as evil and calculatively malicious as everything other Disney villains did especially seeing as it was coming as a mere result of a damaged man ego. When it happened to, say, Frollo from HoND he tried to burn the entire Paris and then burn the object of his unhealthy affection alive which is enough of an indication of an actual twisted mindset which makes a way for a trule terrifying villain imo.
