Otaku's Itachi-san
As I walked across the long field with Hidan and Kakuzu I thought about what that kid detto about me being with them. Why was it dangerous to be around them, what did they do? “Hidan?” I asked “What?” “What was that kid talking about?” he stopped walking. Kakuzu dropped the money. “Zombie promise me something…” he detto as he grabbed my shoulders “What?” “Never go near that village.” His voice was cold and emotionless. Kakuzu picked up the money “Come on te two, we need to get back…” Then he turned and started walking again and we folowed.
I do think Tobi had the Rinnegan at first. Mostly because I don't believe he is Madara. My theory starts here. Tobi was a strong ninja, an Uchiha who had the highest level of the Sharingan, the Rinnegan. (Since it has already been proven the Rinengan is the highest form of the Sharingan.) Tobi found Nagato as a young child, maybe while on a mission, and somehow knew he would grow up to be a strong ninja. Tobi, in turn, gave Nagato the Rinnegan. Now, Tobi was unprepared to lose the Rinnegan and be back at square one. He lived alone, flawlessly coming up with his Eye of The Moon plan, developing his Tobi personality, and later, secretly planing how to get into the Akatsuki. He joined the Akatsuki, and while Konan didn't believe him, this would be how he 'deserves to get the Rinnegan back.' He Lost everything because he gave it to Nagato, so he took it.

With it, Madara can make the world a peaceful one… a world without ill will… the world without strife… everything will be one with him and are united.
However, the peace the Uchiha Madara is dreaming about is not the true peace according to the Kazekage (Naruto manga Chapter 467 page 18) because the true peace is not true the illusion jutsu but the peace that the real world should accomplish da themselves.
