Does ANYBODY know who the girl in this picture is..? also..: where from..?

Basically I found this picture and fell in Amore with it..!

It's so emotional.. and strong.. makes me think about alot of things .. (weirdo alert..!)

And I'd really like to know where it's from..? and possibly who this girl is and what exactly what is the situation she's facing..?
