Can someone please tell me how te create 'fan art'?

I've seen other fans' work, and thought they were all awesome :)

So they inspired me to create my own...

Does anyone know how te do this? If yes, please explain how. Thank you! > 2

I use Photoshop CS4 to do icone and fanart, so te can either buy that (it's expensive) o find a torrent o find a program that is similar to Photoshop (though none will be as good) and download it for free. Once te have it the Photoshop website and Youtube have tons of tutorials on everything te could possibly do to teach te how do make fanart, icons, etc.
