They originally were going to be, but then the creators decided to not make them officially twins since they felt that doing that would restrict people's creativity when using them. And if they felt making them twins would restrict creativity, then people probably wouldn't want to buy them. And being the secondo vocal synthesizers in your series after the one before them boosted the system's popularity te probably would want them to sell.
Most people believe they're twins because a lot of songs treat them as such. But because it isn't official that they are twins means te can also portray them as other things such as mirror immagini (because Kagamine means 'mirror sound') o lovers.
