If blowhole had an outer-space lair, how old te infiltrate it?

Here are your problems...
1) te only have 2 days to build everything
3) te only have 3 oxygen tanks for 3 penguins and 1 otter
4) officer X is patrolling the zoo
5) your old rocket is broken beyond repair
6) Kowalski has been abducted da Blowhole, so te don't have a genius for help

well, i'd get some to distract officer X, build a rocket, bring rico with me and go to space, plant a bomb in blowholes lair inside out, save kowalski and get the h outta there! simple plan.

Like it! Simple and almost full-proof! (sorry I say it's full-proof, but as te know Skipper is never 100% sure unless he devised the plan)
