Why do the giorno rings and jewlery have to be made with a lapis lazuli stone?

This has been confusing me for a really long time...what is the significance behind it? If the rings need to spelled da a witch then why can't it be just any piece of jewlery? Thanks.

And I know it's called the night stone, so it makes sense that Vampiri#From Dracula to Buffy... and all creatures of the night in between. wear it.
But I don't really know either.
