I'm still thinking that the Snow Queen is Will's sister Penny, my theory is that when she fell through the ice, she got transported to Narnia, becoming the white queen. There she tried to find a loving family, because she didn't have any memories of her past. Well, we all know that the white Queen got defeated da the Pevensies and maybe just maybe Hans's family found a way to Narnia, finding this urn. They thought it would inprisn Elsa. when she saw Elsa with her snow power she believed they were related. Later she found out about Emma who she felt was another part of her family tree. I believe that Will Scarlet found out what happened to his sister and her journey to Narnia.
