The Fire Nation has a few notable girls who are exceptionally strong, and overall I would say that those specific people have more attitude than the girls of the other nations. However, overall the Kyoshi warriors make up a larger percentage. So, by nation, I would go with the Earth Kingdom.

Water Tribe would be first but you don't see enough of them in the series.
