Full Reasons:

Because he forgave her , even when it was too much to forgive .

Because they promised to rescue each other, and in S5 they did rescue each other. Brooke was there to pick up the pieces after Lindsay left, and Lucas was there to support Brooke throughout everything with Angie.

Because his heart is with her.

Because Brooke played hard to get to know how much Lucas cared. - and he cared ALOT!

Because their love is true and unconditional.

Because sacrificial love is the strongest.

Gah it was so hard to pick between Because he forgave her , even when it was too much to forgive and Because his heart is with her =D

Because Lucas recognized that he needs rescuing too--- and Brooke promised to rescue him back.
They both depend on one another and WANT to help each other. It's not a one way street where one person does all the saving and rescuing... it's a team effort where they both act like partners and support one another. Relationships in which one person is constantly rescuing the other person do not work out... the person being rescued becomes dependent on the rescuer and the rescuer becomes resentful of the person constantly needing rescue.

They may have had this conversation in season 3... but I think the fact that they are both always rescusing EACH OTHER is so obvious in season 2, season 3, and season 5.
