Both. Angel was her first love, they were together during the first 3 seasons, until he left her. Then, Spike fell in Amore with her. Their relationship was complex, but she had strong feelings for him in season 6, in despite of their unhealthy sexual relationship. Their emotional situation in this season was really complicated because of a lot of factors. In the last season, she was in Amore with him (like he was), but they weren't officially together. They had a strong connection and a mature relationship. If there had been a televised season 8, we all know where it would have lead them :)

In season Two, episode fourteen, "Innocence" Angel had his true moment of happiness and Lost his soul she found out they're Amore was forbidden.They also had some time together in the Angel series!!! Spike was used da Buffy in season six just for sex but in season seven when Spike got his soul. She had to lead him on because he was used to save the world from The First. But Angel was her true Amore all the time!!!

It's a very abusive sexual relationship. Then she ends it that season. In Season 7, she and Spike are both in Amore with each other and arem't dating but have a strong bond.
