i mean, there's jail and stuff to keep us all from murdering people and stealing cars, but what about other stuff? what would stop us from cheating on spouses, hitting our siblings and littering?

Guilt is a powerful emotion. It makes people own up to what they did. If no one felt guilty then they will soon realize they can do whatever the hell they want and not have their Jiminy Cricket keep hassling them.
