Is Amber Chinese/American o Taiwanese/American?

In an interview she detto she was ABC (American Born Chinese), is this because Taiwan is sometimes considered a State of China o because she is from the mainland of China?

I believe that Amber's parents are from Taiwan. She refers to herself as ABC, probably because Taiwan is officially known as the Republic Of China. While Mainland, China is officially known as the People's Republic Of China.
