How do I add a new forum topic?

There's no such option. I can add anything else but forum topics. Is there something I can do to make it work? Do I need to get più fans, o più props, più gold, o something, o is it just off for a newbie like me?

Step 1: Click on the forum section
Step 2: In the superiore, in alto right corner, you'll see an 'Add forum topic button'. Click it.
Step 3: Now te have to type in a titolo and information/description etc. about the forum.
Step 4: Click post.

Well, I can give it a try, but the button right successivo to Add forum topic is missing from my browser.
