I've seen other people do that but personally don't know how to.

In the motto you can't, but in comments and reply to forums you can it you do it like this:
[b*][/b*] without the * for bold.
[i*][/i*] without the * for italic.
[u*][/u*] without the * for underlined.
[url*=http://www.google.com.ar/][/url*] without the * for link.

I'm not entirely sure....

This could encourage the over-use of text modifying
Which is similar to people typing in caps excessively
And what kind of people use all caps when typing?
That's right, rabid fanboys/girls with little to no brains.

I thought about that too.
That's obviously a weak point because I wouldn't want this feature to be overused either, but I thought it'd be nice to be able to put, I don't know, a text and hyperlink an image, for example, for my motto.

Example of motto:
"Merry link!"

Definitely yes: text formatting should work consistently across the whole site. I haven't missed it in the motto, but it bugs me that I can't format the titles of articles or any other content. Any time I include the name of a film, book, TV show or play, I can't format it correctly and have to put the name in "quotation marks" instead. Bugs the heck outta me.

Edit: you also can't format the text in the description of any kind of link (article, video, image, whatever), and that's really wrong.

I think there should be a reply button in comments and show up in "quote" form so that people can easily tell who the person is reffering to, like in forums.
