Though I think they both fell for each other at the same time (remember "The moment I saw you" Effy quote), but as for falling IN LOVE I think Freddie did it first. He was opened for love and was willing to give it to Effy, but she was too damaged and afraid to let Freddie in, she was afraid of feelings. But eventually Freddie managed to break down the walls around her heart and she couldn't fight it anymore.

What LissaFan said. As someone who has Borderline Personality Disorder I can say that Effy probably suffers from the same disorder and bpd people like me are scared of getting feelings for someone so they try to avoid their feelings
