Nuka did it to himself, really. I like Nuka more than Kovu, but I certainly can't deny that. Nuka went after Simba for his mother to finally be pleased with him, and so he would finally get some glory. It was jealously, lack of love, and insanity that basicly drove him to it. Zira also taught him, Vitani, and Kovu that Simba deserved it, so there wouldn't be much hesitation. If Kovu didn't get to know Simba or Kiara, he would have killed Simba for himself.

Yes, it is no one's fault besides Nuka's that Nuka died. He's the one that risked going after Simba, and that's what got him killed.
