I have eye bags, too. Though they aren't as dark or noticeable as L's, people still ask me if I have a black eye or if I'm wearing makeup. :P

No, he does sleep. In both the anime and manga, at one point, Matsuda talks about how he saw L sleeping in his chair in the same position he sits in.
