I think the manga is only scanslated da one person, transfinite.So I'd say that chapter 14 does exist but that transfinite hasn't done it yet.
With any manga that isn't being done da a big scanlation group te kinda just have to live with the irregular aggiornamenti as the smaller ones don't have the resources and time to update the secondo a new chapter gets released.
