Whilst I love them both SOOOO much, I have to go with Gina due to her (more layered) character development & as well as the many levels of layers she possesses.
I do thoroughly enjoy how they developed Morgana, but OUAT just has a more 'thorough' way of developing its' characters, if you get what I mean. 'Merlin' (my other fav show!) is also good at developing its' characters, but 'fully-fleshing out characters' just isn't the centre of that show; especially when compared to ONCE.
Sure, Morgana had (probably the best) decent development showing her transformation from being 'good' to 'evil,' but it's never anywhere in 'between' for that show. It's either always 'Good' or 'Evil.' There is no 'Beyond Good nor Evil.' If 'Merlin' had a broader view of what 'grey characters' were, they might've put a bit more thought & effort into Morgana's story. They chose not to go in that direction, fair enough. But that's just my opinion and my only gripe about that GREAT show! *^_^*
I don't know the other one, and I don't really like Regina but I have to pick her since I don't know the other person. Regina's not really a villain anymore.
Their refusal to acknowledge grey characters is the reason I didn't make it past season 2 of Merlin. Uther was a horrible person yet they insisted that he was all good. Morgana went from all good to all evil in the space between season 2 and 3. I loved Morgana in the first two season but that out of nowhere transformation to pure evil just made me angry.
@Minervadawn: I was angry too at first, but after the first few eps of season 3, you just had to accept that she was 'pure evil.' However, I always tried to make excuses for her turning evil and how Morgause totally brainwashed her (perhaps in the 'Dark Tower' where Morgana took Gwen). I've also tried to view the whole show by her point of view and how she must've felt. I had a really hard time with Merlin. Most shows for me are like Once - I love all the characters with almost no exceptions. With Merlin I hated/loathed all the characters (particularly Uther who I wanted dead so bad it became an obsession). All but Morgana. Then they killed her. At least they killed the character I loved.
