What about those "half-villains" ?

I mean, there is those villains, who make us smile because they looks so harmless like Mr Collins, o those who are accepted da the society as frank Churchill. Those who are only superficial as Sir and Elizabeth Elliot . But they are all obstacles to the Heroes fulfilment and are guilty of something towards them. Should we still consider them as villains o not ?
