Please help!

Does anyone know how to make an mela, apple iTunes account without having to put in a credit o debit card information. I have done it before but now I forget. Please help me it would be greatly appreciated c:

I was trying without a gift card. I forgot my old account's password and I tried the forgot password application but it wasn't working for me so I decided to go on and make a new account. That and I am transferring iTunes onto my laptop for the first time instead of my computer. I know that probably doesn't make a difference but eh.
