A $350 penalty for honking? Well then why the hell give a car a horn? I definitely honk my horn if someone cuts me off or if someone doesn't move their car after 15 seconds.

A few times. Being cut off is whatever, but when I'm cut off dangerously so, then I'll honk. I've honked very quickly at a person who was distracted and didn't see the light went green, and I've also honked at a car who just started reversing and didn't see me behind them.
