I'm confused about the Wizards of Waverly Place movie. Did Alex win the competition o not? Someone plz explain that part to me! I'M SOO CONFUSED!

Yes, she won the competition. But at the end of the movie, they went back in time to before Alex did the spell, thus she gave up her new powers since if they went back in time, that meant she wouldn't have done the wizard competition yet.
