Is the A.R.K. più of a research station for the good of mankind o più of a secret military-grade weapons lab?

I have Sonic Adventure Battle 2 for GameCube, and I know about the spazio colony A.R.K. But what use was it used for più of? Was it più of a good lab o a bad lab? I'm getting really confused here!
